摘要

為使偏遠地區民衆享有便捷的資訊網路服務，使其能就近上網取得電子化政府各項便民服務及網路資訊，縮減偏遠地區與城市都會之間的「數位落差」，行政院研考會自民國八十八年起即陸續推動偏遠地區服務上網相關措施；九十一年五月，為加速電子化政府建設，行政院核定「挑戰2008國家發展重點計畫」，其中研考會研訂之「偏遠地區政府服務普及計畫」，主要目的在提供偏遠地區民衆上網據點及建置偏遠地區資訊服務網站，協助偏遠地區民衆透過網際網路的應用，具體改善偏遠地區與城市都會之間的發展差距。

To make people in remote areas able to access the Internet and to receive good services from e-government, the RDEC began to develop information and Internet services in remote areas since 1999. In May 2002, the Executive Yuan established a ”Challenge 2008-National Development Plan”. Under this Plan, the RDEC is in charge of the implementation of the ”Project for Information Services in Remote Areas”. This Project is aimed to alleviate the digital divide in remote areas. It builds telecenters providing Internet access service, and promotes on line services in remote areas.
