面對政治民主化、經濟自由化、社會多元化及資本全球化的挑戰,政府推動憲政改革、行政革新及政府再造等各項變革,藉以強化效率與效能。完整規劃的政府改造方案,至少要包含政府組織改造、機關業務調整、與行政程序改革,而其問題在於改造方向的掌握,以及有效推動機制的建立。推動政府改造要能真正發揮力量,必須掌握全球化的趨勢及台灣特殊的歷史脈絡與政經環境特色。 行政院組織改造的推動是要重新建立整體政府形貌,基本精神之一在於「民間能做,政府不做」、「地方能做,中央不做」。但業務的下放僅是中央地方關係改造工作的階段任務,更根本的是,在「全球性思考、在地化行動」(think globally and act locally)思維架構下,重新規劃健全我國地方制度,推動「地方分權」與「區域治理」的地方再造政策,提升地方政府自治量能,並強化中央與地方間府際協調,重新形塑「中央與地方夥伴關係」。
Faced with the challenges of democratization, free market economy, societal diversification, and capital globalization, Taiwan government needs to push for constitutional reforms, administrative innovation, and government reengineering to be more efficient and effective. Comprehensive government reengineering should at least covers government restructuring, business rearrangement of government agencies, and reforms in administrative procedures. The key to successful government reengineering lies in appropriate orientations of the reform and establishment of an effective execution mechanism. For government reengineering to be effective, it must be carried out in line with the trend of globalization as well as historical development of Taiwan and her unique political and economical environment. The main purpose of Executive Yuan's restructuring is to create a brand new image of the entire government with the philosophies of ”What can be done by the private sector need not be undertaken by the government,” and ”What can be done by local governments need not be undertaken by the central government.” Releasing businesses to local governments and the private sector serves as a short-term mission of reconstructing the relationship between the central and local governments. More importantly, in the long run it is for redesigning Taiwan's regional political system under the idea of ”think globally and act locally” aiming to implement the policy of local government restructuring through decentralization and regional governance. By doing so, local governments may be empowered with autonomy and coordination between central and local governments may be reinforced and, as a result, the partnership between central and local governments may be reshaped.
