在政府運作過程中,政策執行力影響政府治理的效能,而政策規劃的目標與內容也須要藉由政策執行力,才能將訴求轉換為實際的政策産出。隨著民主治理(democratic governance)的興起,民衆對政府執行力有更高的期望,如何提升政策執行力,也成為各國政府努力的課題。 本文將政策行階段相關的要件,包括政策內容、執行組織與人力、執行裁量與行為、政策工具與標的團體的互動等分別探討,檢視執行力所可能遭遇的困難,並進而描繪提升政策執行力的藍圖。 本文認為未來政府如果要提升政策執行力,必須強化政策規劃的品質,並且審慎選擇適當的政策工具。在執行的過程中,必須強化執行紀律,以此宣示政府對於執行的決心;同時採用策略性人力資源管理,提升執行力的人力資源品質。在府際關係的互動上,唯有中央與地方形成完整的執行網路,才有助於政策執行。最後則是因應資訊科技時代的變化,政府必須善用資訊工具來協助政策的執行。
In the operating process of government, implementation capacity affects the efficacy of government. Although the creation of public policy is important, the success of public policy lies in how well it is implemented. With the rising of democratic governance, citizens expect the government with better performance in policy implementation. Based on these expectations, implementation capacity becomes the main issue of most developed governments in the world. The essay primarily discussed the elements of policy implementation, including policy formulation, policy organization and human resource, policy discretion, policy instrument, as well as the influence of target groups. With the interview of these elements, the essay tries to find the problems of our government implementation process. The essay emphasized the six main dimensions of how to build implementation capacity. 1. Strengthen the quality of policy formulation and legitimation, 2. Choose appropriate policy instruments, 3. Enforce the disciplines of policy implement process 4. Construct the policy implementation network between central and local government, 5. Use Information Technology as an assisting policy instrument.
