This article first addresses the gap between public opinion and the content of public policy. To effectively shorten this gap and thus deepen democracy, we suggest that public managers should learn to be ”participatory knowledge managers.” Further, for public managers to engage citizens in policy process, this article introduces three public consultation modules employed by the ”Planning Committee for the Second-Generation Health Insurance,” including traditional opinion poll, focus group and Deliberative Poll. We conclude this article by proposing ”3C competence” for public mangers, ie., ”coordination,” ”conflict management” and ”communication.”
