From 2002 to 2005, three regulations regarding freedom of government information, The Archives Act, The Classified National Security Information Protection Act, and The Freedom of Government Information Law have been promulgated and in force one after another. Together with the reconstruction of Executive Yuan Gazette, the law system governing freedom of government information of our country are considered to be complete. Considering the close relationship between freedom of government information and public access to archives, the author analyses the content of The Archives Act and The Freedom of Government Information Law, makes reference to laws and acts of other countries, and utilizes the research results on users behavior of archives to draw a framework of regulations governing public access to national archives.
