數位治理的實踐－“國家政策網路智庫”初評與前瞻

摘要

以網路論壇形式出現的「國家政策網路智庫」，正可作為實踐數位治理與民主參與的場域，政策主管機關、政策研究團隊、政策利害關係民眾與民間團體，都可透過此網路平台公開交流特定政策議題相關的資料、資訊、與知識，並且提出不同觀點的質疑、意見、與評論。本文從外部與內部顧客的角度，初步評估此網路智庫的使用現況，並且提出永續經營的構想，如同治理概念中的跨域管理意涵，透過與政策相關團體、媒體、一般民眾、政策主管機關、甚至是立法機關的緊密連結機制，網路智庫方能提昇民主行政的能量與政策審議的社群精神。

As an Internet forum, National Policy Think Tank Online (NPTTO) serves as a platform to implement electronic governance. It involves policy-related agencies, third-party research teams and policy stake- holders to disseminate data, information, and knowledge, as well as question and comment on another. The article adopts perspectives from both external and external customers, evaluates the status quo of NPTOO, and further provides suggestions for its sustainable management. As the cross-boundary concept in governance, involving and linking diverse partners empowers NPTOO to elevate capacity for democratic administration and to promote communitarian spirit for policy deliberation.
