Anti-Drug Education in the Campus, Home, Community and Society

摘要


近年各國已在毒品供需關係間,尋求更為細緻化之論述與操作,並將獨重緝毒,轉向注重戒毒與拒毒領域。在拒毒策略方面,包括結合媒體力量、擴大反毒宣導層面,加強人才培訓,落實尿液篩檢、建立個案通報系統等,建立反毒聯繫及通報網絡,將以往侷限於以校園為主要宣傳範圍,延伸到家庭、社區、社會等各個層級,增強青少年休閒設施及正向輔導,積極達成「減少需求」之目標。 建立藥物濫用防制教育宣導、清查輔導、矯正戒治工作三級預防模式,為政府努力推動之拒毒預防策略,將將高關懷及濫用藥物學生之即時篩檢通報及輔導,並結合社區相關資源及專業醫療、輔導機構,建立整體輔導架構,精確掌握個案追蹤,以有效防制青少年藥物濫用。

In recent years, a lot of countries have built up a more thorough education and operation systems between supply and demand of drugs and turned the focal point of drug enforcement to the field of drug cessation and drug resistance. In strategy of drug resistance, including connecting media force, expanding Anti-Drug campaigns, reinforcing personnel trainings, implementing urine screening, establishing notification systems and Anti-Drug Control and Communication network, the main campaign areas are extended to different levels of families, communities and societies. Enhancing the facilities for teenagers in their leisure time and correct consulting for them can positively reach the goal of ”Reducing Demand”. The government is taking 3 levels of prevention models, reinforcement for the Control and Communication campaigns of Drug-Abuse, Follow-up consulting and development of drug cessation treatments as the essential strategies to set into action of drug resistance. The students who abuse drugs and need intensive attentions can be immediately reported through the notification systems of urine screening and the consulting programs. In the meantime, related resources in the communities, professional medical treatments and consulting organizations will be integrated into solid consulting structures and the follow-up for each case can be precisely controlled, so that drug abuse prevention for teenagers can be effectively carried out.
