摘要

東亞地區因為金三角及鄰近之西南亞新金月為全球最大毒品生產地，遂成為國際毒品走私中心，毒品犯罪活動猖獗，經由此地區對外走私輸出的海洛因等毒品遍及北美、歐洲及鄰近亞洲地區各國。近年來東亞地區毒品犯罪發生重大變化，除傳統海洛因毒品問題仍然嚴重外，新興合成類毒品快速氾濫，跨國毒品犯罪活動更加猖獗，造成新一波毒品危害。
我國位居東亞，毒品問題根源於境外，近年來隨著東亞地區毒品犯罪情勢升高，國內毒品犯罪又再度嚴重，因此如何掌握區域毒品犯罪發展趨勢，結合國際力量，提出因應措施，實為重要且刻不容緩之課題。

Due to the fact that East Asia is close to the two largest drug resource areas in the world: ”Golden Triangle” in Southeast Asia and ”Golden New Moon” in middle Asia, it has been the center of drug trafficking in the world. Drug trafficking is rampant is this area. Smuggled drugs from this area, such as heroin, smuggled to North America, Europe, and the Asian countries. In recent years, a big change has already taken place in drug trafficking in the area. That is, synthetic drugs are now flooding rapidly, in addition to the serious problem of heroin flooding. Cross-border drug trafficking has become more and more rampant, and is now a new threat to humans.
Taiwan is located in East Asia and drug problems come from abroad. The problems in Taiwan have become more and more serious in recent years because of the escalation of drug trafficking in East Asia. Therefore, the issues of understanding the trend of drug trafficking development in the area, strengthening international cooperation, and coming out with related counter measures, all demand immediate attention.
