摘要

從全球電子化政府的發展趨勢發現，電子化政府之核心發展策略已從個別機關業務電腦化、單一應用服務創新，轉變為透過政府機關水平分工、垂直整合，提供以民眾需求為導向，主動將民眾所需服務送到家。
民眾「e管家」，以民眾需求的角度出發，突破傳統的思維模式，主動提供民衆與企業日常生活關心的資訊與服務，建構完整「一次購足」之服務型政府，進而提高民眾使用政府網路資訊之意願，創造政府網路資訊之高附加價值，落實建構優質網路政府的施政目標。

The core strategy of the e-government development has being transferred from establishing computerization and single-agency services to collaboration and integration among all government agencies according to the survey of the global trend. The final goal is to actively deliver the desired services to the individuals.
The ”e-Housekeeper” is a whole new service bases on the citizen's needs. It actively offers daily information and services to respond to the needs of individuals and businesses. It also helps the government establishing a one-stop service and thus encouraging the public to use services provided by government via the internet. Consequently, a high performance e-government would be created with the achievement of Ubiquitous Network Government.
