摘要

執行力之展現，是企業成功經營獲取競爭優勢之關鍵，對政府而言，史是國家機器運作必須面對的最大課題，尤其面臨全球化、資訊化、民主化發展趨勢下，公共問題複雜度與治理需求，往往已非是資源有限的單一政府能夠解決的，無法不借重協力關係、公民參與等方式達成施政目標，因此，本文嘗試從同樣強調夥伴關係的跨域治理概念，探究中央與地方政府施政密切相關的計畫型補助政策執行力管理機制如何建構，期盼作為未來各級政府強化治理能力之參考。

Execution is the operating key point of public and private sector, especially under the influences of globalization, information technology, and democratization development. It's hard to achieve policy goals for complicated public problems by a single level of government. Central Government has to cooperate with other local governments or the private sectors to achieve policy goals. The power of governance across boundaries is important for enhancing policy execution. Therefore, in this article, we try to find out the management mechanism of programs grant policies.
