民國93年艾利颱風造成石門水庫集水區雨量超過1,000mm,遠超過山坡地質負荷能力,集水區嚴重崩塌,細顆粒泥質土流入水庫,致使水庫水質濁度急遽上升至1萬NTU以上,造成桃園地區供水嚴重短缺。為解決桃園地區缺水問題,經濟部依據立法院民國95年1月13日通過「石門水庫及其集水區整治特別條例」研提第一階段執行計畫執行推動。本整治計畫分6年執行完成,範圍為集水區整治、石門水庫蓄水範圍及其供水區內之高濁度原水改善設施興辦等,依據該條例第五條規定,中央主管機關為執行條例,應依工程、水利、環境、生態專業組成石門水庫及其集水區整治推動小組,辦理計畫審查、督導、管制考核及政策協調等工作。本計畫短期措施緊急供水工程已發揮功效,95、96年已達汛期不分區供水之目標。希望藉由本文介紹計畫執行,讓更多民眾瞭解參與。
Aere Typhoon in 2004 brought the Shihmen Reservoir watershed rainfall over an average 1,000 millimeters. Because the mountainous soil was unable to absorb this staggering amount of rainfall, the problem of landslides rised. A great deal of silt was mixed in the water, and the water in the Shihmen Reservoir reached a turbidity level of over 10,000 NTU. As a consequence, water treatment plants in the Taoyuan shut down and followed by a complete loss of water supply. To solve the water shortage dilemma in the Taoyuan area, the WRA formulated the first phase (Year 2006~2008) implementation plan of this Shihmen Reservoir and its Catchment Management Project (the Project). Its contents have been worked out in line with ”The Special Act Governing the Management of Shihmen Reservoir and Its Catchment Area” (the Act), which was passed by the Legislative Yuan on January 13th, 2006. This Project has been scheduled to be completed in six years. The scope of work of this Project covers mainly the catchment area management, and the installation of facilities for improvement of the high turbid raw water in the Shimen Reservoir and it's water supply area. In according to Article 5 of the Act, the central authority shall organize a Shihmen Reservoir and Catchment Area Management Taskforce in line with the specialties of engineering, water conservancy, environmental protection, and ecology to handle the tasks of plan (program) review, oversight, control assessment and policy coordination. The construction of emergency water supply works had fulfilled the goal that there would be no more practice of water supply on sub-district basis during flood periods in 2006 and 2007.
