摘要

本文藉由CEDAW公約與性別主流化的關聯，認為CEDAW公約是性別主流化的終極目標。除簡述何謂CEDAW公約外，並說明台灣推動加入CEDAW公約的歷程。此外，面對台灣早已不是聯合國會員國，而且公約的批准存放已經失敗，台灣是否有必要繼續推動CEDAW公約、撰寫國家報告等進行說明。台灣在推動落實CEDAW公約這件工作上，碰到的最大困難及挑戰，不在於現在或未來聯合國的批准與否，而是來自於國內多數人隱藏心中卻沒有說出來的最大質疑，那就是：現在有人敢對婦女歧視嗎？台灣還有性別歧視嗎？其實，消除對婦女一切形式的歧視，不在於高喊簽署的口號，史在於採取有效的行動去落實公約條文的精神，唯有如此，才能讓台灣持續贏得世人的看見與尊敬。

This article describes the connection between the CEDAW convention and gender mainstreaming, and the CEDAW convention is the ultimate goal of gender mainstreaming. It summarizes the CEDAW convention and progress of promoting Taiwan's participation in CEDAW. In addition, Taiwan is not a member state of the United Nations, and it is already failed the approval of the convention; the article also discusses whether Taiwan is necessary to continue promoting CEDAW convention. Taiwan carries out in CEDAW, the greatest difficulty and challenge is not from the United Nations but is from the domestic interrogation. For example, does anyone dare to discriminate against women now? Is there sexism in Taiwan? In fact, the elimination of all forms of discrimination against women can not be achieved with empty slogan of joining CEDAW, but by taking effective actions to enforce spirit of the convention. Therefore, Taiwan can only be seen and respected by other countries continuously by participating at CEDAW.
