論共軍對信息化條件下「政治作戰」之研究

摘要

本研究是以共軍政治工作者所提之「政治作戰」概念為剖析焦點，藉由文獻與實務研究，綜整歸納相關論點，以為決策單位之參考：一、共軍信息化條件下「政治作戰」，雖是適應軍事變革所需，但亦凸顯出政治工作的相關困境；二、「政治作戰」概念，雖未納入「政工條例」中，但檢驗「三戰」的內涵，實為政治作戰實施的具體途徑或手段，顯見其關係密不可分；三、共軍政治作戰概念或三戰的實務工作，已躍升至國家戰略層次作為，透過平時的政治、外交、經濟、文化等面向，營造有利於開展的戰略環境。

This research is analysis the concept of ”Political Warfare” which is presented by political workers Communist Army.
We could induction the related argument via literature and practice research to be a reference for the decision unit.
(Ⅰ)”Political Warfare” not only adopt the military transform, but also high lights the difficulties of political work.
(Ⅱ)Although the concept of ”Political Warfare” hasn't been integrated in ”Rule of political work”, but examines the connotation of ”Three kinds of war”, it's actually the way to implements ”Political Warfare”. So it obviously relates inseparable.
(Ⅲ)Both the concept of ”Political Warfare” and practice work of ”Three kinds of war”, they are enhance the level to the national strategy. By politics, diplomacy, economy and culture etc, we can make advantages for strategic environment.
