The campaign of Citizen 1985 successfully advocated amending the Military Justice Act on the Facebook. Based on the theory of Electronic Symbolic Actors, this study emphasizes that the purpose of internet activists' symbolic action is to promote public communication and exchange of views. The final effect of the action will have its accountability to be reviewed. Therefore, this study makes use of the topical approach in the hope of clarifying how the Citizen 1985 uses the "ethical responsibility” as its persuasive strategy formed in the course of the debate and practice to define the relation between "us" and "them", and whether there are any hidden ideas underneath. Moreover, the study conducted a comparative analysis between the topics posted by Citizen 1985 on Facebook and the comments of internet users, and discovered the existence of the "thought-guiding terms" which resulted in the "chain out" effect. The effect is to stimulate internet users to criticize and vent their emotions, and to deepen or even harden the discrepancy between "us" and "them". This does no good to the free connection and exchanges of individual electronic symbolic actors on the internet. This effect even makes it more difficult to redefine self-other relation in a civil society, and thus becomes a serious concern of the social movement in the internet age.
