中共「一帶一路」倡議下我國「新南向政策」的因應思維與實踐

Thinking and Practice of Taiwan's New Southbound Policy in Response to One Belt One Road Initiative of the Chinese Communist Party

摘要


我國自2016年推動「新南向政策」,已由願景層次和決策方向設計,進入實際運作的階段。對應實施已有5年的中共「一帶一路」倡議,在帶路戰略中全力開墾東協市場,以經濟合作與發展計劃,正在逐步展開其擴大勢力版圖;因此,在加強政府南向戰略的氛圍下,「新南向政策」的成果更是與中共的對話籌碼。本文以國家安全戰略觀點,置身於中共「一帶一路」戰略環境之下,「新南向政策」除了由經貿面向的分析,更應從世界市場視野的脈絡中思考,建構國家安全層級的論述。本文認為站在國家安全戰略層級的思考,應在兩岸關係穩定的基礎上,建構「新南向政策」的思路與格局;本文提出在經貿議題上:「新南向政策」是應具有更高的戰略目標;在兩岸議題上:鏈結中共「一帶一路」倡議,務實的思考「兩岸合作南向」;在區域安全議題上:爭取區域合作組織。期望南向新政由落實經貿政策,達成建立互惠互利目標,進而運用與東南亞各國的實質關係,尋求軍事合作的機會,建構「新南向政策」更高層級的國家安全觀。

Since 2016, Taiwan has promoted the New Southbound Policy, which has been designed from the perspective level and decision-making direction to the stage of actual operation. In response to One Belt One Road, which has been implemented for five years, the ASEAN's market has been fully opened up in the lead strategy. Therefore, in the atmosphere of strengthening the government's southbound strategy, the outcome of the New Southbound Policy is a bargaining chip with the communist party of China. The national security strategy is a long-term, overall, macro-plan for guiding national security practices and this explains how One Belt One Road has been placed on the highest level, guiding China's overall development. This paper tries to compare the strategies and current achievements and problems of One Belt One Road with those of Southbound Policy. Hopefully this comparison might produce some useful research results for those who are concerned with the overall developments in the cross-strait relationship.
