中共統戰工作之研究：以對台社會基層統戰為例

為了瞭解中共長期對台灣基層社會的統戰工作，本文採取以現象分析的質性研究方法，同時輔以文獻分析法進行分析論述。關於中共近期對台統戰作為，其策略相當強調針對全台各地青年與社會基層民眾進行統戰，除了透過補貼台灣人至對岸旅遊外，更特別針對村里長、基層教師、大專青年、農民以及社會大眾等進行統戰，藉此提升台灣民眾對於中國的認同與好感，以利其推動其反獨促統的目標。同時，中共並透過智庫研究人員、新聞從業人員駐台進行情蒐，且企圖滲透電台以利於選舉發揮影響力。另外，新冠肺炎疫情亦讓中共有機可趁，進行一連串統戰與分化動作。首先，本文針對統戰部組織架構及其改革進行說明，以做為瞭解中共對台統戰工作之基礎。其次，說明中共對台統戰政策的轉變歷程及其工作重點。第三，則說明中共的統戰手段、相關案例以及結論。

To understand the CCP's united front works against the grassroots of Taiwan society, this article examines the CCP's operations through qualitative and document analyses. Regarding the CCP's recent united front actions against Taiwan, the emphasis is put on young people and grassroots level. In addition to subsidizing Taiwanese to visit the Mainland, China specifically carried out the united front works against village leaders, teachers, college students, farmers, and grassroots people to increase their impression of China. The CCP also collected intelligence through think tank researchers and journalists stationed in Taiwan and attempts to infiltrate radio stations to exert influence on elections. Moreover, COVID-19 has also given the CCP an opportunity to carry out a series of united front and differentiation actions. This article first explains the structure of CCP's united front organization as the background discussion, this article then moves on to describe the policy transformations and objectives of the CCP's united front policy, case studies and conclusion.
