營建剩餘土石方資訊交流及總量管制

摘要

內政部於民國八十年五月二日頒訂「營建廢棄土處理方案」，又於民國八十二年間第一次修訂上開方案宣示成立棄土資訊交換中心，八十六年間第二次修訂方案宣示成立棄填土資訊網路系統，八十九年第三次修訂方案宣示營建剩餘土石方為有用之資源並加強剩餘土石方流向及總量管制以來，陸續委託工研院能資所進行「營建棄填土資訊系統」的規劃、設置、資料庫建立、人員訓練、通報發行、系統營運及維護等工作，並於八十九年底於工研院能資所成立「營建剩餘土石方資訊服務中心」，協助內政部營建署持續推動執行「營建剩餘土石方處理方案」。

In order to enhance the function of information exchange system, for engineering residual soil the works for the setting of website, creation of data bank, operator training, system operation and maintenance were planned and carried out at ITRI. Policy propaganda and management law drafting, flow and total amount control, setup of information exchange platform for soil bank, supervise and auditing the soil management program, and promotion of soil reuse, etc. were studied in the year of 2003.
