長期照顧需求與供給分析－以國軍退除役官兵輔導委員會之機構式服務推估

Long-Term Care Demand and Supply and Supply Analysis-A Case Study of Institutional Service of Veterans Affairs Council, R.O.C.

摘要

聯合國世界衛生組織定義，65歲以上人口占總人口比例達到7%，稱高齡化社會；達到14%，稱高齡社會；達到20%以上，稱超高齡社會。依據國軍退除役官兵輔導委員會（以下簡稱退輔會）統計截至2013年底65歲以上榮民人口占全體榮民已達52.44%，顯見榮民已達超高齡社會。退輔會是政府基於「崇功報勳」責任所設置，服務、照顧對國家有貢獻的榮民，主要職司退除役官兵之就學就業、職業訓練、就醫保健、就養養護及服務照顧等工作。又行政院會於2015年5月15日通過「長期照顧服務法」，本文將評估，未來榮民長期照顧是否足夠，期望提供更具體的社會福利和健康政策，以維護高齡榮民生活的品質與尊嚴。

According to the definition of World Health Organization, when the population above 65 years old is over 7% of total population, we call it aging society. It is called aged society when the population above 65 years old is over 14%, and hyper-aged society when over 20%. By 2013, the veteran servicemen above 65 years old is over 52.44% of total veteran servicemen according to Veterans Affairs Council's statistic. In veterans group, it's obvious a hyper-aged society. Veterans Affairs Council serves and takes care veterans those who have contributed themselves to the country. Veterans Affairs Council helps retired soldiers to find new job, and also provides educational support for further study, vocational training, medical care, etc. The Executive Yuan went through \Long Term Care ＂at May 15th, 2015. In the following, we evaluate veteran long term care demand by total veteran population, veteran long term care supply with the number of wards provided by Veterans Affairs Council, and then examine if it's sufficient to take care the veterans in the future. We hope to conclude a more specific and clearer social welfare policy to sustain the living quality and dignity of aged veterans.
