The low-lying non-normal parity states of A=16 and 15 nuclei are studied in the conventional shell model. Part of the 3Ћω excitations is considered and the two-body interactions between a 1p and a 2s. 1d nucleon ate determined by a least-squares fit calculation with phenomenological potentials. The resultant energy spectra agree with experimental data quite well. The giant electric dipole resonance in 16O is discussed.
