We analyze the applicability of the energy dependent nuclear effective interaction in the nuclear structure problem. The energy dependence of the nuclear effective interaction is found to be rather weak. A limitation of the applicability is also pointed out. The limitation is well within the uncertainty of the nuclear G matrix calculation. The C.S.P.M. is then conjectured to be a useful scheme to treat the nuclear collective motion effectively.
