社區林業推廣傳播策略之探討－以雲林縣湖本社區為例

摘要

農委會林務局自二○○二年開始推出「社區林業－居民參與保育共生計畫」，這是林業政策的一大突破，也是一項長遠的執行計畫，其政策執行的成敗，關係到建構台灣綠色產業的前景，因此備受矚目。過去農業推廣人員，往往認為將政策或科技研發成果轉移(Transfer)就了事，事實上沒有經過轉化(Transformation)過程，是無法達到預期效果，因此如何做好轉化工作就成為推廣傳播過程中，相當重要的一環。一個具有專業認知的推廣傳播工作者，應知道如何把嚴肅的政策或研究成果具體成形(Materialization)，並將它通俗化(Generalization)，讓社會大眾感受得到，並且凝聚共識，進而採取行動。本研究以推廣傳播策略的角度，探討社區林業政策如何推廣至社區及社會大眾，並且以雲林縣林內鄉湖本社區為例，探討如何運用推廣傳播策略凝聚社區力量，產生集體認同營造生態村的社區林業，這項研究期能拋磚引玉，讓關心社區林業與休閒產業的產官學界，關注此議題；本文並探討推展「社區林業」過程中所面臨的問題和衝擊。

The Taiwan Forestry Bureau, Council of Agriculture, has started to implement the project of “Community Forestry-the Participation of the Inhabitants upon Conservation symbiosis” since 2002 .11 is an advanced step and a long-term forestry policy. The success or failure of the policy would affect the future of the green industry of Taiwan, therefore it has been highly noticed. For the past decades, agriculture extension agents thought that their responsibility was only to transfer agricultural policy or scientific technology to farmers. In fact, it would not achieve a final result without the transformation process. A professional extension communication worker should know how to generalize the solemn policy topics and research results into materialization. So as to consolidate public common awareness, and collective actions. This study tried to take Huben community in Lin-Nei township in Yun-Lin county as the case to investigate the application of extension communication strategy to unify community common awareness and collective action through adopting Community Forestry policy. Hopefully, this study can encourage people and governmental officers to pay more attention on community forestry and recreation industry.
