We established the fuel types and applied on Taiwan red pine plantations through the National forest inventory in Taiwan and the fuel inventory methodology which based on the property of fuel and the fuel classification system. First, the Hierarchical Cluster Analysis technique was adopted to classify forest types. Based on the characteristic of stand phenomenon, four forest types were identified for the development of fuel types. Because the composition of surface fuels were the key factor in the ignition and spread of forest fire in Taiwan, ground inventory was conducted to combine the forest types. A total of 19 fuel types were classified. The variation of fuel loading in crown fuel was higher than the variation of fuel loading in surface fuel. The fuel loading in crown fuel was between 180 and 260 tons/ha taking up 80~90% of total fuel loading. The surface fuel loading was much less with only about 25 tons/ha occuping 10~20% of total fuel loading.
