Development Situations and Strategies of Milk Supply Chain in Taiwan

摘要

本研究在探討台灣牛乳供應鏈的發展情勢，再根據供應鏈策略之觀點，研擬牛乳供應鏈的發展策略。根據研究發現台灣乳品總進口量趨勢呈相對穩定狀態，然保久乳等隨開放進口，而有明顯增加的現象。關於消費者對於進口牛乳的購買意願，當進口牛乳與國產鮮乳價格相同時，有12%的受訪者表示可能購買；當進口牛乳相對便宜20%時，約有1/3的受訪者會購買。酪農在中長期（1~7年）仍有高度經營意願，但長期（7年以上）呈觀望及不繼續經營者增加。各乳廠的供應鏈策略較偏向於效率型，但仍有再調整之處。為因應進口牛乳的衝擊及促進牛乳產業的嶺展，宜採協力合作之效率型「本土優質牛乳供應鏈策略」，其中「本土」係強調爺新鮮及差異化，「優質」係強調高品質鮮乳及資訊充分揭示。

The purpose of this study is to explore how situations have developed, redarding the milk supply chain in Taiwan and then propose development strategies by the view of supply chain strategy. The findings are that the total imported quantity of milk products are of a relatively stable trend but the import of fluid milk significantly increased after joining WTO. With regards to the potential of consumers to purchase imported milk, 12% of respondents will have such willingness if the price of imported milk is the same as that of Taiwan's milk. Moreover, one third of respondents will have such intentions if the price of the imported milk is 20% lower than that of Taiwan's milk. Regarding the operation aspiration of dairy farmers, it is still high in middle run (1-7 years), but the percentage of dairy farmers who are with hesitation or plan to move off will increase in the long run (beyond 7 years) In the strategies of milk plants most of them could be classified as efficient, hut there are still lots of defects that need to be improved To overcome the impact of imported milk a id facilitate the development of the milk industry it had better adopt ”the efficiency strategy of Taiwan's high quality fresh milk supply chain with collaboration”. The ”Taiwan's fresh milk” is to highlight the ”flesh” and make differentiation. The ”high quality” is to emphasis the best quality of milk and display full information of milk production.
