我國主要家禽屠宰管理查核取締與監控體系評估分析

The Evaluation and Analysis of Poultry Slaughtering on Administration, Inspection, Enforcement and Monitoring System in Taiwan

摘要


我國畜牧法已於民國93年4月14日修正通過實施,並依據第29條規定,於民國92年公告「屠宰供食用之雞、鴨、鵝,應於屠宰場內屠宰以及該等家禽免於屠宰場屠宰之情形」,已在民國93年7月1口起正式實施。為配合法令促進食用家禽合格屠宰,本研究分別就屠宰管理查核取締及監控體系作成分析,並評估可行之管理監控體系,最後作成適當建議。就合格屠宰場之現場查核流程來看,檢查項目已明確,但尚未融合「危害分析與車要管制點」(Hazard Analysis and Critical Control Point; HACCP)監控重點機制,進一步確認危害管理的評估。在合格屠宰場的申請方面,土雞、鴨、鵝之合格屠宰場少,不易立刻達成全面合格屠宰結果,非法業者普遍希望政府輔導合法,而合法業者則希望政府大力取締非法。合格屠宰肉品認證,難以在市場末端分切銷售作成明確標示,並因來源不夠明確,不利於政府輔導促銷。「合格屠宰」供給與需求均衡,應成為策略管理與監控重點,故對合格屠宰進行認證及配合非法業者意願進行分級輔導,應是促進供給的正面手段;而加強宣導「合格屠宰」,肉品來源辨識與策略銷售末端,則是促進需求的正面手段。

The 29(superscript th) article in the Animal Husbandry Act, revised on April 14, 2004, has regulated that esculent chickens, ducks, and geese to be slaughtered in slaughterhouses and such cases free from slaughtering in slaughterhouses, and has been implemented on July 1, 2004. This paper is to evaluate and analyze for the legal poultry slaughtering on Slaughtering control, Inspection, and Enforcement Situation for the improvement of Surveillance System in Taiwan in accordance with the fulfillment of Animal Husbandry Act. The implication in this research ought to be definitely helpful for the policymakers to do the decision-making. From the viewpoint of legal slaughterhouses for on-sited inspection procedure, the checking points is clear, but the concept of HACCP (Hazard Analysis and Critical Control Point) has not yet to be included inside in order to confirm the evaluation of hazard management in poultry slaughtering. With respect to the legal poultry slaughterhouses, there are few certificated slaughterhouses for original chickens, docks, and geese. It is difficult to immediately satisfy the overall legal slaughtering. Illegal slaughtering ones expect the help from the government for authorizing certificates while the certificated ones expect to clamp down the illegal slaughtering in advance. It is extremely difficult to certificate legal slaughtering and cut products to be labeled in the final stage of sale and marketing distribution. The assistance and promotion from the administration are hard to be completed due to the unclear origin of the products. Relying on the Executive Law, the traditional market and the vendors in gathering market are taken into the legalization, but it is doubted by the illegal ones because of the unjust to the others. Finally, the balance of certificated slaughtering between demand and supply is important to the pinpoint for strategic administration and monitoring. Therefore, the legal slaughterhouses are certificated and the illegal ones are willing to be consulted in different classification, which is the positive measure to promote the supply side. Furthermore, it is the convinced approach to encourage the demand side by intensively educating detecting the origin of products and advocating the advantage of legal slaughtering in the final phase of sale and distribution.
