日韓中農業機械化促進法之比較
A Comparative Study of Agricultural Mechanization Promotion Acts in Japan, Korea and China
摘要
國家農業之永續發展從不是件易事。為此，全世界都在加強推進農業機械化和綠色農業發展的力度。農業機械化皆被各國視為此目標、競賽之關鍵角色。而推行農業機械化、建立整體系統所涉及之面向依舊極廣。本研究以文化和國情與臺灣相近之日、韓、中三國之農業機械化促進法為標的，以比較法學於時間、尺度、面向三維度進行解析，並導入相關國貿法規、國際標準與指引觀念於文中，希冀藉此條分縷析間，能提供臺灣未來農業機械化促進法或農業發展規劃些許參考。總體而言，三國的政體與經濟發展階段顯有不同，在國家資金扶助部分所採取的強度與範圍態樣殊異，可供未來有意規劃此類似制度者審酌自體之價值體系、組織結構及目的性，細緻調配相關的政策工具與處理範圍。

The sustainable development of national agriculture is far from easy. To this end, the world is stepping up efforts to promote agricultural mechanization and green agricultural development. However, agricultural mechanization is regarded by all countries as a critical player in this goal and competition. Nevertheless, the aspects involved in implementing agricultural mechanization and establishing the overall system are still comprehensive. This study takes the agricultural mechanization promotion laws of Japan, South Korea, and China, which are similar in national conditions to Taiwan, as the subject, analyzes the three dimensions of time, scale, and orientation with comparative law, and introduces relevant international trade regulations, international standards and guiding concepts into the manuscript. Hopefully, this analysis can provide some reference for Taiwan's future agricultural mechanization promotion law or agricultural development planning. In general, the regimes and economic development stages of the three countries are obviously different. The strength and scope of financial support in each country are different, those who intend to plan such a similar system in the future can consider their own value system, organizational structure and purpose, and carefully deploy relevant policy tools and treatments scope.
