摘要

本文從「主體」與「權力」兩個面向對「全球治理」作學術性的探討。全文分為四個部分。第一部分討論「全球治理」的概念，以及所屬主體的演變。有別於一般將主體與權力視為一體的論述，本文第二部分從主體與權力兩個不同面向對「全球治理」中最重要的主體－國家作分析。第三部分用政治學與社會學中三種對權力觀點的論述來討論「全球治理」中各主體間的權力互動的大小。第四部分則是對「全球治理」未來的走向提出個人的看法。

This article discusses “global governance” from the aspects of ”subject” and “power.” The article includes four parts. The first discusses the concept of “global governance” and the evolution of subjects. The second part analyzes the role of the state, the most important subject of global governance, from the aspects of “subject” and “power.” The third illustrates the weight of power of different subjects in global governance from three different views in political and social sciences. The last part presents the author’s view on the future of global governance.
