對圖書館法的意見
The Opinions of Library Laws and Regulations
摘要
我國政府及圖書館學專業團體，自清末以來，莫不追求圖書館之普遍設置，力求圖書館事業健全發展。頃近或因政府財力，或政府工程改造因素，政府不再秉持圖書館普遍設置政策，鼓勵民間經營。圖書館法擬訂宜注意此項「變」數，不僅要為圖書館經營「輸入」其條件，也要因應世紀之交，構思圖書館可「輸出」之服務。

After last years of Ching Dynasty, our government and Library Association of China seek to establish libraries universally, and make every effort to develop the undertaking of libraries thoroughly. Recently, because of the financial and personnel matters' retrenchment of our government, it attends to stop the policy, establishing libraries universally, and then turns to encourage non-government groups taking over and operating libraries. When drafting of Library Laws and Regulations, it would be best to consider this change. Not only making more ”input” for library operation, but also thinking deeply about the ”output” of library service before the coming of twenty-first century.
