This paper relates the experience of library management in Taipei Municipal Library during the recent years. Taipei Municipal Library has been engaged in management development for many years. During this time they have covered topics like: 1. Planning: mission, reader services policies, quality goals, vision, annual plan, user surveys; 2. Quality Management: ISO Quality Management System, operation standards and manuals; 3. Performance Measurement: annual evaluation, 5S evaluation, code of service manner, telephone service evaluation, internal audit; 4. Leadership tools: organization and participation, communication, mission groups, informal meetings, staff development and training, the driving forces , and external consultants, etc.
