摘要

公共出借權制度之廣為影響，已被視為近年來出版界與圖書館界改變關係中的重要成因之一。本文針對公共出借權之意義及理論基礎、公共出借權實施方式、各國公共出借權制度的發展概況、與公共出借權面臨之相關問題四大面向進行文獻探討，期望有助於國內作家、出版界與圖書館界瞭解公共出借權之演進與發展歷程，並進而思考其存在價值與在國內實施之可行性。

The pervasive influences of Public Lending Right schemes are one of the main causes of changing relationship between the publishing industry and libraries. The article aims at both the theory and practice of PLR, as well as the developments and problems in various countries. It is hoped that a positive thinking of PLR is able to be formed in Taiwan by means of the mutual understanding of the scheme between all participants.
