縮減城鄉數位落差的理念與實務-以公共圖書館推展全民數位學習為例

The Ideals and Operations of Diminishing Digital Divide between Towns and Countries-The Example of Promoting People's Digital Learning by Public Libraries

摘要


數位落差(Digital Divide)是指不同地區、職業、年齡、性別、教育程度及族群之間,因對資訊通訊科技掌握與運用能力懸殊,而造成參與經濟和社會活動機會不均等。若未能有效縮減數位落差趨勢,將嚴重削弱社會凝聚力,破壞社會和諧,不利經濟永續發展與全民終身學習的推動。因此,本文首先闡述數位落差與數位學習的意涵,其次探討國際縮減數位落差的努力及相關議題的省思,繼之說明數位化趨勢對圖書館服務的衝擊,進而舉出公共圖書館推展全民數位學習的實例,最後提出縮減城鄉數位落差促進全民數位學習的策略,以期作為建構全民終身學習社會的參考。

The meaning of digital divide is that due to the abilities of handling and utilizing information and communication technology be not on the same level, so that result in the opportunities of participating economic and social activities being not equal. If we can't diminish digital divides tendency, they will seriously weaken social consolidation, destroy social peace and be not good for the continuing development of economy and the achievement of people's lifelong learning. Accordingly, this article first declares the meanings of digital divide and digital learning. Secondly, investigates the international thinking points about diminishing digital divide. And then it delineates the impacts of digital tendency on library services. Announces the real example of people's digital learning achieved by public libraries, Lastly, applies the strategies of diminishing digital divide between towns and countries to promote people's digital learning, in order that can be the references of constructing people's lifelong learning society.
