Traditionally, the goal of carrying out promotion activities for the libraries is to promote their services. It aims to catch patrons´attention, to attract them in participating activities and ultimately in utilizing the libraries´facilities in general. These activities may encourage people to come into the libraries. However, from the perspective of promoting reading, developing reading habits, and improving reading culture, promotion activities could be just one of the strategies. In order to explore the reading promotion strategies among public libraries in Taiwan, this article first investigates reading promotion policies from both the U.S and the U.K, and then analyzes the best practice of the ”Reading Rooting Program” in Taiwan and summarizes the strategic plans among them. Hope the findings can be served as future references for the public libraries at all level.
