公共圖書館採購中文電子書之分析

摘要

在電子書市場穩定成長與讀者多元需求下，全球圖書館購買電子書的數量逐年成長。電子書採購議題備受重視，尤其在數位館藏發展日益普遍的狀況下，電子書採購管道更凸顯其重要。目前圖書館徵集電子書的管道中，最大宗來源是與電子書之出版商透過合約購買。然而中文電子書的產業發展前景未明，凸顯出圖書館在中文電子書的採購難處。本文以公共圖書館採購中文電子書為重點，探討電子書產業經營與計價、圖書館採購電子書的現況、挑戰及因應對策。在與6位公共圖書館館員與5位廠商業務負責人進行深入訪談後，歸納幾項研究結果：一、公共圖書館融合紙本與電子資源為中文電子書的選擇標準；二、公共圖書館期望產業能提供更多更優質的中文電子書；三、公共圖書館採購程序依循政府採購相關規定；四、圖書館與廠商共同擬定契約項目但在永久使用上仍有爭議；五、圖書館與廠商對價時考量電子書型態、服務層次、成本及交易量；六、圖書館與廠商對價時面臨會計科目、維護費及定價基準問題；七、圖書館與廠商對中文電子書採購作業之發展審慎樂觀。

Along with the growing development of e-books market and the readers' diverse needs, the number of on e-books is increasing in libraries worldwide. The issue related to e-book procurement has drawn potential attention. The increasing importance in the development of digital library collection has made e-books procurement even more significant. Currently, the major sources of e-book collection in libraries are contracted with e-book publishers. However, the e-books with contents written in traditional Chinese are not really common in production. The development of traditional Chinese e-books industry is still under uncertainty. Under such circumstances, libraries confront difficulty in purchasing Chinese e-books. The paper purpose was to explore the pricing management of the e-book, current status, challenges, and endeavors of e-book industries and public libraries. From the perspective of the procurement process and problems existing in e-book, this research interviewed 6 public librarians and 5 e-book vendors to obtain in-depth research data. Several research findings are concluded as followed: 1. Selection and acquisition of Chinese e-book in public libraries is integrated from print-based materials into electronic-based resources; 2. Public libraries expect more and good quality of e-books available from industries; 3. E-book acquisition process is based on the government procurement act and regulations. 4. The libraries and vendors sign-on contract agreement. However, there is controversial issues about ownership vs. access about e-books; 5. E-book pricing is influenced by e-book formats, service methods, costs, and access volumes; 6. E-book pricing policy is determined by accounting, maintenance charge and the pricing basis; 7. Both libraries and the vendors are optimistic about future Chinese e-book procurement development.
