疫情期間之圖書館服務

Library Services during the epidemic situation

摘要

2003年臺灣出現首例嚴重急性呼吸道症候群（severe acute respiratory syndrome，簡稱SARS）疾病的疑似案例，2020年臺灣出現類同SARS疾病的嚴重特殊傳染性肺炎（Coronavirus Disease-2019，簡稱COVID-19）的確診者，同時全球圖書館因COVID-19疫情不斷，互相分享抗疫思維及創新服務。因此筆者期望以圖書館服務的調整、閱覽與推廣服務、防疫內容為討論重點，觀察國內及國外圖書館疫情期間的服務實例，做為未來館內活動及服務規劃之參考。研究結果發現國家圖書館、國立公共資訊圖書館及臺北市立圖書館為使讀者在服務調整期間亦能享受原有服務品質，舉辦線上講座、提供館藏遞送服務、加強推廣數位資源。國外圖書館則典藏疫情期間的相關資源、支援生活困難的民眾，以及鼓勵年輕人教導年長者使用數位工具。另國內外圖書館的防疫方式皆含配戴口罩、洗手、測量體溫、定期清潔館內空間及設備，而消毒圖書或許可防止病毒傳播，但可能使圖書受損。國內圖書館或許可參考國外圖書館的創新服務，滿足較多讀者需求，亦可將國內圖書館服務措施集結於同一網站中，互相分享疫情期間的重要服務。

The first case of SARS had appeared in Taiwan in 2003. Libraries have shared thinking for innovative services since COVID-19 invaded Taiwan in 2020. Through reviewing previous studies, this article investigates library services and epidemic prevention measures during the COVID-19 pandemic. The previous studies show that National Central Library, National Library of Public Information and Taipei Public Library provided online lectures, book delivery services and digital resources. Foreign libraries collected COVID -19 resources, supported people who need help and encouraged young people to help senior citizens to use digital technology. Epidemic prevention measures include when and where to wear a mask, wash hand, measure body temperature and clean environment. Cleaning and disinfecting materials can also reduce the risk of infection, but cleaning and disinfection methods are likely to cause damage to collections. The suggestions for improvement are as follows: Refer to foreign libraries' innovation services and establish a website for library services during the epidemic situation in Taiwan.
