自從1995年制訂了黑面琵鷺保育行動綱領與2002年臺南縣曾文溪口北岸被列為黑面琵鷺野生動物保護區,臺灣臺南已成為黑面琵鷺全球最大的度冬棲息地。本研究運用旅行成本法中考慮截斷與內生分層的卜瓦松模型,對現場取樣的樣本資料進行估計,得出代表性遊客對台江國家公園黑面琵鷺生態保育區的遊憩需求,再利用遊憩需求函數估計黑面琵鷺保育與志工導覽服務為遊客所帶來的遊憩效益,結果發現遊客多見到一隻黑面琵鷺,將為他帶來相當於3.75元的貨幣效益,另外若遊客增加使用一次志工導覽服務則會為他帶來447.73元的效益。估計黑面琵鷺保育在整個2021年鳥季帶來的最大總遊憩效益為2億多元。
In 1995, Taiwan established the Action Plan for the Black-Faced Spoonbill Platalea minor. In 2002, the Zengwun Estuary North Bank was set as the Black-Faced Spoonbill Reserve. As a result, Tainan is the world's largest habitat for the Black-Faced Spoonbill. This study collects on-site feedback of tourists in Taijiang National Park and uses the truncated and endogenous Poisson model to estimate tourists' recreational demand for the Black-Faced Spoonbill Reserve. Moreover, the recreation benefits of the Black-Faced Spoonbill conservation and docent guided tour services are estimated based on the demand. The results show that the recreation benefits of watching one or more Black-Faced Spoonbill is NT $3.75 and the recreation benefits of having one or more docent guided tours is NT $447.73. The total maximum recreational value of the entire bird season from Black-Faced Spoonbill conservation in 2021 was about NT $200 million.
