摘要

生命科學被譽為是21世紀的明星產業，在各國爭相投入發展之際，台灣也早將生命科學列為重點扶植產業，但在發展20多年後，卻仍缺乏一個國際級的成功案例。本文中觀察以色列、愛爾蘭與新加坡三小國，與台灣同樣是在20多年來經濟急速成長的國家，他們在發展生命科學產業上卻有著傲人的成就，從幾方面剖析三國的成功經驗，可以了解背後成功的要素，以及台灣目前所面臨低不成高不就的窘境，從中思考台灣未來該如何確定發展生命科學產業的策略佈局，與評估適合台灣發展的產業鏈位置，以期在生命科學產業上再創高峰。

Bioscience is the future star industry in 21st century. Taiwan government also has long defined bioscience as the strategic priority industry since 20 years ago. With government's strong endorsement and promotion, Taiwan has been one of the most active bioscience hubs in Asia-Pacific Rim. But we haven't had any outstanding successful case so far. In this article, we analyze the strategies and experiences that Israel, Ireland and Singapore utilized for developing bioscience industries. These three small countries are all rapidly growing countries during the last two or three decades just like Taiwan. Beside economic booms, they all have amazing achievement in bioscience industry. We may refer to these valuable experiences to modify Taiwan's myth in bioscience industry, and expect bioscience to become another pillar industry in Taiwan.
