資訊社會發展議題與政策比較研究

Examining Social Formation of the Information Polices: A Comparison of the EU, Ireland, Japan, South Korea, and Singapore

摘要


近年來各國皆規劃資訊社會政策以解決該國所遭遇的社會經濟問題,環顧這些政策大多以供給面政策為主,諸如增加企業資訊化程度、改善個人資訊技能、完善電子化政府服務,但是對於需求面政策中的企業、個人或公民,能否因著供給面的政策能獲得實質上的改善則是缺乏論述。因此本文分析歐盟、愛爾蘭、日本、韓國以及新加坡在資訊社會政策發展上的差異,分析的架構主要沿著各國提出的社會經濟問題以及相對應的資訊社會政策,並依據供給面與需求面政策,分析資通訊科技基礎建設、經濟與產業層面、社會層面、文化層面、以及電子化政府層面等軸向上的差異。研究結果發現,目前的資訊社會政策大多以供給面以及經濟與產業層面為主,雖然在政策層面上有此類似的軌跡,但是實際執行時則因應該國的社會經濟問題以及資訊社會發展進行調整,文末則建議未來進行資訊社會政策議題研究時,應考量該國社會經濟條件以及兼顧供給面與需求面政策。

This study aims at comparing current information society policies that launched by the EU, Ireland, Japan, South Korea, and Singapore. Nations have designed their national information society policies to solve socio-economic problems, to promote innovation capacity and competitiveness, to increase economic growth, or to enhance quality of life of citizens. However, most of information policies are designed from the supply side, very few of them are planned from demand aspects, particularly from the feedbacks of enterprises, individuals and public needs. This study employs five components that including infrastructure, economy/industry, society, culture, and e-government to compare and analyze how these nations designed their information policy to achieve their visions of information society. In addition to supply-oriented design and set economic development as the major goal of information policy, this study suggests a broader perspective of information policy designs to reflect societal needs, in particular take into account both supply-and demand-aspect of needs in a nation is required to achieve informational and societal development by national information policy.
