With the advancement of information technology, it is critical that government uses Information and Communication Technologies to leverage the national economy to growth and to strengthen its competitiveness. Countries around the world value the role of information policy, and, through legislation, to ensure the implementation of related policies. Therefore, the successful experience of Information and Communication Technology and Application of Japan is worthy to study and learn to adopt the experience to Taiwan's national conditions, socio-economic status as well as the overall national development policy.
