摘要

資通訊科技所帶來的技術變革，使資訊、知識及經驗的傳輸擴散更加快速，增強產業生產力，形成了經濟成長的原動力。資通訊科技的發展促使知識數碼化之速度加快、刺激仰賴於資訊通訊的技術變動，且經過數碼化的知識可以在很短的時間以極小的成本來做資訊傳輸，這一些技術上的改進都大幅的提升知識有效的擴散、使用，有效率的知識資訊傳遞使用也直接影響到產業在知識經濟時代中的發展，尤其對知識型產業而言，資通訊科技的發展的確是關係著產業競爭優勢最主要的因素。
本文報導台灣資通訊科技的發展與應用，所可能產生的擴散效果（或稱網路外溢效果），及對經濟發展、產業組織、企業績效之影響。所研究的議題包括：資通訊科技在新經濟所扮演的角色，及資通訊科技生產力指標的重要性；資通訊科技的應用對台灣家計部門所產生的影響與貢獻；資通訊科技之網路外溢效果如何受到採用資通訊科技的時點，及決定資通訊科技之擴散效果的各組織層面、管理層面、及產業特性層面的探討；採用資訊科技新技術、及技術擴散對產品創新、產程改進、研發技術勞動等產業組織型態，進而對產業發展所產生的影響。

Information communication technology (ICT) plays an important role in our daily lives, and particularly in many fields such as manufacturing and, services and telecommunications industries. ICT has the broad power to reduce the costs of coordination, communications, and information processing. ICT investment also helps to promote overall productivity and competitiveness. Thus, it is not surprising that the massive reduction in computing and communication costs has engendered substantial restructuring of the majority of modern industries. The use of information technologies has a substantial impact on the design of organizations. Information communication technology can affect firm boundaries by changing the costs of coordinating economic activity within and between firms (internal and external coordination).
This paper reports how the recent trends of ICTs technological developments and its resulting globalization trend might have substantial impacts on Taiwan's new economy development, on industrial development, and on enterprise efficiency in Taiwan industries. The topics include the role of ICTs in the new economy, and the importance of ICT productivity and competitiveness indicators; the applications of ICT and its impact on Taiwan household sector; the impact of ICT adoption on vertical and horizontal integration and how it could change the cost of internal coordination, external coordination, and production; the dynamic perspectives of ICT adoption and its network effects, and the institution-organization characteristics in promoting ICT network effects.
