鄧小平主政下參與中共外交決策的黨政組織探討

摘要

外交決策模式分析是近來中共外交研究的重要趨勢，外交決策組織結構的解構則是理解外交決策模式的基礎。本文針對鄧小平時期中共外交決策組織進行分析，論述參與中共外交決策的相關黨政組織的職能與結構，並以資訊蒐集與解釋、政策選項的制定、政策選擇及政策執行等四個決策階段為架構，論述相關外交決策組織所扮演的角色。從組織結構的角度來看，鄧小平時期中共外交決策過程中最主要的決策機構是一九八○年至一九八七年時的中央書記處，一九八七年十三大以來的中央政治局及中央政治局常委會，在不同時期，這三個重要組織是最重要的外交決策組織。
