美國物理治療給付制度及其影響

摘要

美國實施醫療制度改革和管理醫療的主旨在於減少醫療支出，並能提供大眾一個良好的醫藥照顧體系。中華民國全民健保實施仍不足2年且即將合辦民營之際，借鏡美國物理治療給付制度及其影響，可以讓我們減少可能犯的錯誤，同時從物理治療執業和教育各個方面來因應給付制度的改變。物理治療師應能做好效率與時間管理，提供主動的物理治療，拒絕只用儀器治療，並能適切的給予醫療性的判斷並能在病歷上呈現病人的功能進步狀況。

The initiating force behind health care reform in the United States is the necessity of fee control. Managed care has been the main direction for the U.S. health care system in the past few years. The ultimate goal is to contain expenditure without compromizing quality care. With the commencement of National Health Care Plan in our own country, an understanding of the status of American physical therapy reimbursement system will alert us to take proactive measures to avoid those problems plagued the American health care systems in the past.
Physical therapy is a very special health profession. To prove that physical therapy is an essential part of the health care system, we physical therapists need to accept the challenge from all areas: improving the quality of our professional education, up holding a higher professional ethical standard and encouraging academic and clinical research. With our wisdom and creativity and the love of our profession we should be able to meet the challenge of the next Millennium.
