全民健康保險實施後國內物理治療師就業分佈及工作異動之研究

Job Distribution and Turn-Over of Physical Therapists in Taiwan after Enforcement of the Law of National Health Insurance

摘要


全民健康保險法及物理治療師法在民國84年相繼公佈實施,本研究在調查這之後國內物理治療師就業分佈及工作異動的情形和原因。本研究以郵寄問卷的方式進行,對象包括我國六所醫學院和一所二專的物理治療系組畢業生中目前仍在國內者,以及早期國內訓練的物理治療人員;共發出問卷1676份,回收之有效問卷為591份,佔35.3%。結果顯示受訪者男女比為5:6,平均年齡為28.6±7.4歲,工作經驗之平均時數為8860小時,其中82.7%已領有物理治療師證書,57.1%的薪資在30001~50000元之間,對工作及薪資不滿意者分別佔15.9%和31.6%。就業分佈調查顯示,51.5%的工作地點集中在北部,台北地區佔38.6%,束部地區佔8.0%。專職的物理治療師佔83.3%。54.1%的受訪者在教學醫院工作,而診所及地區醫院的比例亦佔有34.7%。健保實施後曾有工作異動的治療師佔36.7%,異動的主要原因包括薪資不合理、福利不佳、工作無發展晉升機會、物理治療專業不受重視以及對直屬上司的領導不滿意。本研究為全民健保實施後物理治療師人力分佈之全面調查,結果可做為未來相關研究的參考。

The purpose of this study was to investigate the distribution, work status and turn-over rate of physical therapists in Taiwan after enforcement of The Law of National Health Insurance. A structured questionnaire was mailed to all the graduates from baccalaureate physical therapy programs who stayed in Taiwan. Five hundred and ninety-one responses (35.3% of the total samples) were used for data analysis. The ratio between male and female was around 5:6, the mean age was 28.6±7.4 years, the average working time was 8860 hours, and 82.7% of the responders were licensed. The majority of monthly salary was in the range of NT30001-50000. About one-sixth (15.9%) and less than one-third (31.6%) of the subjects were unsatisfied with their job and salary respectively. The results showed that 51.5% of the subjects worked in Northern Taiwan, especially in Taipei area (38.6%), and only 8.0% in eastern Taiwan. Most of the subjects worked as full-time physical therapist. A little more than half (51.4%) of the subjects were working in the teaching-hospital and 34.7% worked in local hospital and medical clinics. About one-third of the responders (36.7%) changed in workplace after The Law of National Health Insurance. The contributing factors included unsatisfied salaries and welfare, lack of promotion opportunities, underranked social class, and inappropriate superior leadership.
