營建工程基準生產力之量測及評估模式-以鋼構吊裝作業為例

A Model for Measuring Baseline Productivity-A Case Study of Structural Steel Erection

摘要


基準生產力是承商對特定工程可達之最佳生產力,是一個績效的標竿。本論文之目的,在(1)回顧與彙整廿年以來國際學者對工地生產力研究的大要,(2)綜合與歸納文獻,展現一個標準、客觀、及在台灣可行的工地生產力量測方法,以促進生產力量測技術在台灣的研究與推廣,使台灣工地的生產力可以進行國際性的比較。本文首先強調績效評估與營建生產力對營建工程與管理的重要性,然後探討廿多年以來國外營建生產力技術的研究與發展,以敘明相關的概念及技術,包括生產力的基本定義、研究的範圍、掙值、轉換因數、因子模型、基準生產力、標準化量測技術、及績效指標;進而綜合文獻,彙整而成「營建工程基準生產力之量測及評估模式」,最後以案例驗證此生產力之量測與評估模式。本研究針對勞力密集的「構件吊裝定位」作業,蒐集六個鋼構工程個案、共312個工作天(計505日曆天)的施工紀錄,最後求得「構件吊裝定位」作業之基準生產力為1.03~1.72WH/PC(0.71~1.09WH/Ton)。本文的內容,應可做為生產力評量研究與應用的參考。

Baseline productivity represents the best performance a contractor can achieve on a particular project. Theoretically, baseline productivity is solely the function of work content, and is not influenced by work environment. This research aims to (1) extensively review the research regarding on-site productivity in the past 20 years, (2) introduce a theoretical model for baseline productivity measurements specifically suitable for Taiwan’s construction sites, thus to promote productivity research and applications in Taiwan. A unique weighting method for estimating work content factor of steel frame erection activity was found and synthesized in the model. Concept of conversion factor was applied to normalize productivities of different activities. The model was tested and verified by a productivity database resulted from 6 projects with 312 workdays for the erection of steel frame. The baseline productivity for the erection of steel frame in this research is between 1.03 to 1.72 WH/PC (or 0.71 to 1.09 WH/Ton), which can serve as valueable information for the future research and applications in Taiwan.
