The design and construction of turnkey contractors are often a temporary combination according to the characteristics and needs of the project. The uncertainty and ambiguity included in the cross-disciplinary partnership often make it difficult for the owner to carry out effective analysis during Turnkey contractor selection, resulting unable to achieve the project objectives, namely schedule, cost and quality, as owner's expectations. This study develops a "design/build partnership-based decision-making model for the turnkey contractors selection", using fuzzy preference relationships (FPR) to evaluate the relative weight of each influencing factor. A mathematical quantification method is used to evaluate the degree of integration of the contractor's design/build partnership to achieve project objectives of owner. Finally, combined with the double matrix of partnership integration and the ordering method, the ranking of the preferred turnkey contractors is calculated to assist the owner to select the most suitable contractor for the project.
