台灣蓮霧產業策略聯盟之行銷策略與方法之研究

A Study on the Marketing Strategy and Method of Taiwan Waxapple Industry Strategy Alliance

摘要


邇來,政府部門為提高行政績效,已積極採用行銷管理,以擴大公共政策績效,故政策行銷已成為企業型政府的發展趨勢。本場為因應我國加入WTO後對農業所帶來之嚴重衝擊,早於民國84年即推動蓮霧產業整合計畫,並持續執行至今。在生產方面,已實施蓮霧草根性創新技術探討、組織蓮霧草根性創新班、舉辦蓮霧草根性創新經驗發表會、籌組草根性技術服務團下鄉輔導、編印蓮霧經營管理書籍;在行銷管理方面,則輔導普林式蓮霧產銷示範班、籌建現代化集貨場與冷藏設施、統一台灣蓮霧品質分級標準、建立蓮霧產銷班與台灣蓮霧品牌、拓展外銷市場,而於88年8月,集合台灣蓮霧果農菁英成立台灣蓮霧產業發展協會。民國90年,配合政府之農業策略聯盟政策,成立台灣蓮霧產業策略聯盟組織,整合15鄉鎮地區農會,共同推動台灣蓮霧之內外銷業務。本策略聯盟之推動,自始即以農民為本位,以教育為手段,以提高果農所得、永續蓮霧產業經營、雄霸國際蓮霧市場為目標之發展模式,俾以提供他種產業發展之參考,重振台灣農業。

Government has promoted administrative policy with marketing strategy and method (policy marketing). Kaohsiung District Agricultural Research and Extension Station (KDAIS) has moved the Taiwan waxapple industry integrated program to lessen the imported pressure of agricultural products in World Trade Organization (WTO). In the waxapple cultivation dimension, ther were a survey of waxapple indigenous technology innovation, organizing a waxapple's farmers group of indigenous innovation, handling a presentation of indigenous innovation with advanced farmers practices, consulting team of indigenous innovation farmers to countryside and publishing books of waxapple management. In the waxapple marketing dimension, there were forming the pooling model farmer groups, building modern packing house of collecting and cooling storage, uniting grade standard & waxapple quality and Taiwan trade mark, exporting waxapple fruit and teaching marketing idea to waxapple farmers. At last, the Taiwan Waxapple Industry Development Association was established in 1999 and Taiwan Waxapple Industry Strategy Alliance in 2001.
