本文主要關切地方經濟發展空間過程中不同的空間利益如何產生衝突以及如何進行折衝,以台灣觀光遊憩業發展最快速的地區-恆春半島觀光空間之轉化與衝突爲例,探究地方發展過程中當地居民、地方派系、財團、各層級國家機器等在空問使用上的角度不同而造成的衝突,以及主要作用者如何統合不同的空間利益之互動邏輯,並透過車城鄉海洋生物博物館開發案的個案研究來深入探究其中土地利益之生產,以分析在爭取地方經濟發展過程中各個不同脈絡下的空間作用者行動邏輯及角色扮演的改變。經由具體的經驗研究,本文初步觀察到「變形蟲模式」、「章魚模式」與「南仁湖模式」等可以用來描繪在爭取新的地方經濟發展空間過程中地方派系與財團及地方政府之間錯綜複雜之互動關係的模式,此外我們也認爲從地理學的角度切入的問題意識在未來的研究方向上應該可以對新地方派系之運作注入更大的分析潛力。
This article aims to analyze the formation of spatial conflicts and the ways that different actors negotiated the divergent spatial benefits in the process of local economic development. Taking the transformation of the most high-speed developing Hengchun area as example, we probe the production of land benefits under the construction interests in the National Museum of Marine Biology and Aquarium Marine ecological Museum located in Checheng, and investigate the mediation mechanisms of the related actors. From the empirical study, we found the mechanisms of ”Amoeba model”, ”Octopus model” and ”Nan-ren Hu model” that could be used to explain the complex interaction of the local factions, consortiums and local government during the spatial formation of economic development. Moreover, we argued that the problematic from the geographical perspective could be helpful in developing the new approaches to the study of local factions.
