外交部北平檔案保管處之成立及其裁撤（1928－1935）

中國歷代政府皆有檔案保管的機關，但檔案經常毀於朝代更迭的戰火而造成難以估計的損失。清朝覆滅，民國肇建，政府機關為了保存及管理檔案分別設置所屬的檔案室，但北洋軍閥征戰不休，使留存下來的檔案再次遭受戰火波及。直到國民政府北伐完成。為接收北京政府的機關舊檔，於各院部設立檔案保管處有系統地加以保管、整理。方才奠定近代中國檔案管理事業的基礎。不幸的是，由於經費短絀，不得不裁撤這些機關的檔案保管處。本文擬以當時外交部轄下的檔案保管機構－「外交部北平檔案保管處」進行個案研究探討該機構如何接收及整理北京政府外交檔案以供國民政府外交部使用：其次是自1933年日本逐步進逼華北時，該機構的檔案遷運過程以及相關人員在保護檔案上所作出的貢獻，以彌補目前對這方面研究的空白。

For more than two thousand years in Chinese history, the official archives have been meticulously kept and catalogued by various specific governmental institutions, which each subsequent dynastic change of power has resumed the duty to adhere to their keeping, yet many of the archival materials were nonetheless destroyed or seriously damaged by numerous wars following every tumult in a dynastic change of ruling regime. Since the founding of the Republic of China in 1911 , all the extant official archives have suffered uncountable losses under a series of military changeovers until the Nationalist government finally ended this Warlord Era and unified the country in 1928. In order to keep and catalogue the official archives systematically, each ministry and department was asked to have its own archive offices or organizations, which played a key role as the foundational institutions for modem Chinese archives administration. Unfortunately, most of these have been dissolved due to lack of funds.This essay will look into the Peiping Archive Office of the Ministry of Foreign Affairs with a view to disclosing how the archives of diplomatic affairs were taken over from the preceding warlord government (1912-28) and catalogued for the use of the Nationalist government Besides I want to investigate the re location of the office from Peking to Luoyang when Northern China was invaded by the Japanese in 1933. This history has been ignored yet it is significant for a further comprehending of the contribution made by the staff members of the Peiping Archive Office. It was them who had kept the archive safe after all.
