台灣地區醫學中心施行提案制度之現況分析

Investigating the Current State of the Suggestion System in Medical Centers in Taiwan

摘要


目的:了解台灣地區醫學中心施行提案制度的情況。材料與方法:利用問卷調查法,對台灣地區17家醫學中心施行提案制度之情況進行調查,15家醫學中心回覆,回收率為88.23%。結果:受訪的15家醫學中心中有10家施行提案制度,平均執行時間為38.89個月。執行提案制度的醫院中有50%採用非財務性及財務性獎勵方式,30%採用財務性獎勵,20%採用非財務性獎勵。均未設有專人負責提案相關行政事務。40%的醫學中心有限制團體提案。50%的醫學中心回覆提案人審查結果超過14天以上。70%的醫學中心在推行提案制度時未與其它品管活動結合。施行提案制度的醫院有70%的醫學中心不曾對其推動提案產生之經濟效益加以統計,有50%的醫院對其發出的獎金加以統計。30%的醫學中心不認為其施行的提案制度需要加強;認為需加強之處為主管重視程度、獎勵措施、處理流程、員工參與意願、效益評估等。結論:醫學中心施行提案制度的比率,較其它產業少。且平均施行提案制度的時間也較國內大型企業來的短。但施行提案制度的醫學中心有80%會在公開場合表揚提案人,這對提案制度的推動是具正面激勵的效果。

Objective: The purpose of this paper was to investigate the current states of the suggestion system in medical centers in Taiwan. Materials and Methods: We contacted 17 medical centers and 15 of then responded to our questionnaire. Results: We found 10 out of 15 medical centers do provide a suggestion system, and the average duration since implementation was about 38.89 months. Five of these 10 medical centers used both non-financial and financial rewarding systems and 20% and 30% respectively, used only a non-financial or financial rewarding system. None of these medical centers assigned specific personnel to administer the suggestion system. Four out of these medical centers did not allow a group suggestion system and five required 14 days or more to response to the suggestions. Seven centers didn't coordinate their suggestion system with other quality control activities or measure the economic impact of their suggestion system one institution business. However, five medical centers statistically recorded the financial reward given out in the suggestion system. Only three medical centers believed their suggestion system was well executed. Others proposed reinforcing recognition from top management, the reward system, the management process, employment participation and benefit evaluation. Conclusions: Fewer medical institutions use a suggestion system than other industries and the duration experience is also much shorter than other big corporations in Taiwan. Fortunately, 80% of these medical centers encourage people to use a suggestion system, which we believe is a positive sign that medical centers need to continue the suggestion system within their organizations.
