摘要

本資料研究係在於提出一具體可行的地區性交通計畫。本系列的第一篇依據地區性交通特性的資料，來對地區性道路進行分類，以整理出地區性交通的問題。至於第二篇則依據對道路分類、國外經驗、居民意見、各項評估基準等的考察來研擬改善方案：更進一步，應用模糊測度於AHP上，以把握居民意見之不確定性和評估因素的特性，俾利於瞭解居民對改善方案的反應。本文（第一篇）依據「交通特性」、「通過性交通」、「非交通之路上活動」等地區性交通的特性，來對地區性道路進行分類，並透過交叉統計分析表，將三者組成「機能類型」，已反映全體道路網的服務機能。另一方面，以「居民對道路的認識」來進行分類，當可把握居民對道路的認知，藉此以了解居民期待道路所提供的服務。最後以此種「居民認識類型」來檢討「機能類型」，以了解是否與居民的認知有所衝突。以提供做為研判危險路段之基準，俾利於研擬改善方案。

This study provided a series of feasible local traffic planning for both transportation planners and government administrators. Challenges facing local traffic were defined and analyzed in the first part of the serial study. Improvement alternatives were developed based upon data obtained from extensive literature review and household interviews particularly conducted in this study. Further evaluation of interview results will be made available in the second paper. This first part of results indicated that local streets could be functionally classified by traffic characteristics, through traffic, and non-traffic activities on the Street. Local streets can be also classified by resident recognition related to his/her own feeling toward communities. The comparison between functional types and recognition types showed conflicts of residents' identification to current street situation. The conflicts can be used as a reference of proposing improvement alternatives as to determine the hazardous road sections.
