摘要

本文係基於地方政府為因應精簡台灣省政府功能業務及2000年12月建築法修正後，依法階層理論與政府再造理論，探討縣（市）政府建築自治管理法規的新法制架構，並以台中市為例，提出建立地方建築管理法規，以期建立地方政府建築管理自治法規體制的思維方向。

This research is based on local government's desire to simplify the business function of the Taiwan Government concerning amendments to the Construction Law, implemented inDec.2000.In accordance with the theory of systems and the reconstruction of government, anew legal system for the structure of self-government regulation at the local level is presented. Tai-chung City was used in this study to illustrate management rules for local construction and to offer suggestions to local governments in setting up a legal self-government system.
