台灣鄉鎮圖書館用後評估與計畫效益研究－以彰化縣為例

摘要

台灣各鄉鎮的圖書館往往是一個社區的中心，和民眾的生活緊密結合著。據國家圖書館統計，至民國106年，台灣開放之公共圖書館共有661所，其中鄉鎮圖書館共有216所。此外，政府也不斷提出改善計畫，舉凡民國91年實施的「金點子計畫」，以及民國92至93年實施的「公共圖書館強化計畫」，皆針對鄉鎮圖書館進行改造和升級，目的都是希望能增加圖書館的使用率，提升民眾的素養、縮短城鄉差距。教育部近年來亦持續每年補助全國鄉鎮圖書館進行閱讀環境與設備升級計畫。彰化縣政府有感於前述計畫對鄉鎮圖書館改善後對民眾使用率之提升，特別自編預算提出「彰化縣100年度公共圖書館閱讀環境改善實施計畫」。本研究採用實地觀察法、問卷調查、訪談法與物理環境量測等方法，並選擇彰化縣的竹塘鄉、二林鎮、埔心鄉及社頭鄉圖書館進行改善前後的用後評估，即由管理者及使用者的看法和意見檢討改善後的使用狀態，並分別就空間、設備及物理環境進行分析。彰化縣鄉鎮圖書館改建後之圖書館環境檢討獲致的結果為：在使用者滿意度上，依訪談過程中，圖書館使用者期望與提出之問題點，滿意度最高的區域為「開架式閱讀藏書區」，其次為「嬰幼兒與兒童閱讀區」；滿意度最低的區域為「網路資訊區」，滿意度次低的為「小團體討論區」。可供日後其他鄉鎮圖書館改善時之參考。

Library is often a community center. Public libraries dispersed, into the community; therefore, the public library as the general population is most closely social education institutions. In Taiwan, the library is prevalent in the education unit of the township, and the combination of people's lives. In recent years, government is also increasing emphasis on the development of the library, according to statistics, until 2012 , Taiwan and opening up a total of 707 public libraries, in which a total of 450 rural libraries. In addition, the Government made continuous improvement plan, covered the 2002 to implement the gold idea project, and the 2003-04 implementation of the plan to strengthen public libraries, are carried out for the town library renovation and upgrading, goal is to use the library hopes to increase the rate to improve people's quality, reduce urban-rural gap. Furthermore, Township library is like neighbors as the local residents, most close to people's lives is the most direct impact on people 3. In recent years, the Ministry of Education has continued to promote the public library vitality regeneration plan grants the township library read the space and equipment upgrade plan. The Changhua County Government realizing the aforementioned plan of the township public library improved increase of the utilization, especially Self-financing budget that ＂100 year Changhua County public library reading environment to improve the implementation of the plan.＂ In this study, The four Township libraries of Changhua County, including Jhutang, Erlin, Pusin and Shetou review their improvement before and after project constructed during various stages of design, construction and usage. With the opinions of administrators and users to reviewing the situations and data of space, equipment and physical environment to analyze the achievements of the plan benefits. The area with the highest satisfaction was ＂Open-Stack Reading Area＂. It can be used for other town's library for future improvement.
